Find My iPhone reports "No Locations Available"

Hello - I have a cart of iPads configured for Find My iPhone with a central account. One iPad turned up missing this morning. I logged into iCloud and went to Find My iPhone, and it says "No Locations Available - All devices are online but cannot be located." The iPad is online- it is responding to commands and updates via JSS. Location Services was turned on for the whole cart as far as I know, though I can't confirm (Is there a way to view/manage this in JSS)? Is there a firewall or filter issue that may be preventing this from working?
