The usual way to achieve this is to package the Self Service plugin plists and then make them available as a policy that you can scope to your users. JAMF have a KB article on this
This is a fairly clunky solution of course and you may end up complicating things depending how you are scoping (devices/users/groups/departments....and the list goes on!)
You can find the Self Service plists in
/Library/Application Support/JAMF/Self Service/Managed Plug-ins
There is indeed a feature request (along with a few duplicates). See here
