OS X Prestage Enrollments 9.96 - Setup Assistant "Ignore FileVault" interlinked to "Additional admin accounts"

We do use DEP on our OS X machines
Since 9.96 there are new options in PreStage Enrolments:
Selected items are not displayed in the Setup Assistant during enrollment
...Touch ID... etc.
And "FileVault" seems to be interlinked with the tab "Account Settings":
When you choose "Additional administrator Accounts" the option "Filevault" is not available anymore.

Could anyone share more insights to these dependencies?

Thing is: We had a lot of Prestage Enrollments for OS X with the setting „SetupAssistant: Skip FileVault“ AND „Account Settings for additional admin accounts“
When we upgraded to 9.96 all „Account Settings“ where purged – since there is a new rule:

Configure Account Settings
Use this section to define account settings. If this payload is configured, the Setup Assistant will not continue until the payload is installed. This may increase the device setup time for users. Configuring this payload also disables the ability to set up FileVault in the Setup Assistant.

Of course we had our settings documented - somewhere ;-)
