Preventing Apps using cellular data on mobile devices

Is anyone aware of a way to disable apps using cellular data on mobile devices enrolled in the JSS?

We keep having users coming back from working abroad with enormous phone bills as they've been streaming Netflix over 3G/4G on their iPhones and we want to put a stop to it if possible.
