Need to block dialog: "new network interface detected"

On Sierra, we need to block the initial (every) appearance of the "New Network Interface has been detected" dialog which appears when a non-administrator standard user attaches an iPhone. We need either a script or an manual config change that can be captured by Composer and applied to new Sierra installations via AutoDMG image and Composer setup package which have never had an iPhone attached.

Is there a way, using "networksetup" or other command, to register a network interface or service, and then disable it before the network device has ever been physically attached to the system?

Is there any other way to block the dialog on new installations?

Did you ever find a solution to this? Having the same issue in our environment.
