Restricting App Store in High Sierra

In High Sierra, restricting the "iCloud" pref pane also completely disables App Store access. Previously, these two services were separate (and are still designated as such in the restrictions payload).

We want to allow our users to install their own App Store purchases, but do NOT want them to use icloud functionality (drive, fmm, etc), is there any way to achieve this in High Sierra, or did Apple screw this up?

@justinboyle While I don't know your use case, tons of new iCloud configuration profile Keys were enable in Sierra, guessing that it's Apple way of saying manage iCloud with profiles.
