Auto-enrollment failing suddenly

We are current NOW customers who just set up a Jamf PRO cloud environment. I've gone into Apple Business Manager and made sure all new devices are directed to our PRO environment and the last batch of iPads we bought all show up as connected to the right environment. All appropriate certs and accounts are configured and we show no obvious errors. We are doing nothing but iOS devices right now and we've double checked none of them are showing up attached to our Jamf NOW environment, they are all sticking to Pro.

We have successfully activated 4 devices with no problems this week, but today when we power on any of the 16 new devices that show up as in scope in prestage enrollments they never show the management page after activation. So we add to WiFi, screen pops and says please wait for activation but the 'managed by your org' page never comes up. They also never show up in the Devices list, so it seems we aren't hitting enrollment at all (and they still show unassigned).

There are only 2 of us working on the system and neither of us has changed anything since last night when it was working as expected. Any advice appreciated.

And resolved, a subtle difference between NOW and PRO, the Scope Checkbox in Prestage.
