El Capitan Install Issues

I'm trying to come up with a pkg to get our old 10.9.5 machines (we have about 1k of them) onto El Capitan and then High Sierra eventually.

I used CreateOSXinstallpkg to create a working El Capitan installer, which works, but the WiFi is disabled on the machine after the package installs.

I went ahead and used payload-Free Package Create to package a script that just turns on the Airport card after the install of OS X. Package builds fine after some tweaking, the installers installs but when it tries to run the Airport script, the installer fails. install.log says

pkinstallerrordomain code=112 the script won't run. Is that possibly a gatekeeper issue because the package isn't signed, is there another way that I could accomplish this?
