Enable Dictation in 10.8

I am having a problem with Dictation in my environment being enabled. It currently states that there are parental controls that are controlling Dictation.

I have tried using the templates inside of Casper and that has failed to work. I also tried booting a brand new Macbook Air and using computer to to grab the plist with it modified to a yes value of being turned on and that has failed. Has anyone been able to get it turned on?

The commands/MCX settings to enable it changed in 10.8.2. It was as I posted it in the thread above (though change the value to true) but as of 10.8.2 and higher, it needs to be changed to what jcompton mentions in the same thread.
