Am I missing something? In 9x is the ability to create a Managed Preference by uploading a .plist gone?

I still have our decommissioned 8.7 JSS running and if you go to: Management>Managed Preferences>Create Managed Preference
you get various options including:
Upload a manifest or a plist file

In 9 you go to Management>Managed Preferences>+ (name preference)
if your desired managed pref is not represented in the list and select Custom you have 2 options: create manually or upload manifest. Which for the particular preference we'd like to manage seems very unwieldy..

Yes and no.

You can no longer import a plist for MCX settings, it has to be a manifest file.

However, you can import an MCX plist as a device profile (.mobileconfig) if you are attempting to manage 10.7 or higher machines.
