If Apple doesn't provide it, Jamf can't, and so far as I know Apple still doesn't. This isn't a new idea/request.

The need for disabling Private Browsing is real. Please request this from Apple. I have 349 iPads but Jamf has in the 10,000s! Jamf, please contact Apple.

You can already do this using a configuration profile. Configure the Content Filter payload, don't add anything (i.e. Leave at Built-in) and just click "Save." Once deployed Private Browsing isn't an option in Safari anymore. Very simple.
