The issue was addressed in the Jamf 11.2 release. I have not experienced it since.If upgrading to 11.2 is not possible at the moment, the other suggestions in this thread do work.

Problem solved. Turns out the Okta team misread or mistyped the URL. They fixed that and now SSO sign in is working.
