Both admin accounts (the MDM one, and the test one I created) are having the problem. We’re seeing it on multiple computers, but it’s also seemingly at random in one of our labs. It’s not an all or nothing thing though.

my strategy so far has been to use the script I posted above after manually cleaning off the users. It seems to miss a lot less with the sleep .5 I added. The downfall is that it pulls the user list from the folders in /users/ . I haven't found a way...

I should have mentioned this is in our computer labs, so reinstalling the OS after every user is not viable.

Thanks everyone, a launchagent works perfectly for what i needed it to do, which was process to dockutil, desktoppr, and com.apple.finder commands. I ended up using launchd Package Creator to make the agent, and it worked without much fuss.
