So I just got off of chat with apple support, and they said that the only way to make a new install disk is to get the file(s) from another mac user. Is anyone willing to setup a fileshare or something so I can copy the files?

Solved! When deploying profiles through Jamf Now, do not have the following payloads enabled or disabled:- Kernel Extension- Apple Classroom

I used Composer to monitor file system changes and found the plist file. The only problem is it is in the ByHost folder as .GlobalPreferences with a UUID. It might have to be scripted, otherwise it could be pushed out using managed preferences or mcx...
