jamf Pro password policy issue with macOS and Keychain

Hello everyone, I set up one policy for our passwords just to keep strong enough passwords for our macOS clients. I tested twenty times on different test devices and everything works fine but after I enrolled the policy few clients having the issue to not able to sign in in macOS. Doesn't matter if you got the notification to change your current password or if didn't do this. Another wired issue afterwards is, to have a double boot after the first sign in. It seems like, you try to log in and macOS accepted the password afterwards macOS tried again to boot (apple icon comes up) and you have to sign again and the same password is wrong. If I reset the password of the local user, he doesn't have his own keychain its look like a tempory profile.

What I did to solve it. I tried to add the client to the exception of the policy but it works just for one client for the other one its still the same issue.

Anyone an idea to solve it?
(I'm actually pretty new in jamf Pro, that means very low experience.)
